Introduction
The PEP is the champion for the First Mover Framework, which gives entrepreneurs with innovative business ideas that maximise the use of public assets a head start. These entrepreneurs, or First Movers, can be given an advantage in the use of public assets to implement their ideas.

Public agencies will decide, with the help of the PEP, what ideas merit the First Mover advantage. The guiding rules to qualify as First Movers are:

In general, the following types of proposals do not fall under the First Mover Framework:

Proposals for the government to procure products or services

Proposals for the use of private owned assets

Proposals to seek government funding/investments

Repeated ideas: i.e. recycling an existing idea/ business model for use on different government assets or at different locations

Proposals which had been actively considered by the government agencies in the past 12 months

First Movers can be granted an allocation advantage and/or a price advantage.

Allocation advantage means that the First Mover gets favourable treatment when the asset is to be allocated for the specific use proposed by the First Mover. For instance, First Movers could be directly allocated the use of the assets (i.e. without tendering) for a trial period.

Price advantage means that the First Mover need not pay the full market price for the use of the asset. For instance, the First Mover could be given a discount on the fee for using an asset.

Whether, and to what extent, a First Mover will enjoy an allocation or a price advantage will depend on the idea and the asset concerned. Public agencies can decide on the most appropriate treatment, in a way that balances the recognition of the First Mover's idea with the principles of fair competition and getting fair market value from the use of government assets.

| Environmental Hub at Pulau Ubin (SLA) |
To establish an Environmental Hub to educate Pulau Ubin residents and visitors on the need to reduce, reuse and recycle. |
